previous year less 0.09% of the increase of the wealth
base between that previous year and the current year,
provided it has not reduced the level of expenditure for
police protection which entitled it to the amount of that
previous year's grant.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

AN ACT concerning
Higher Education — Morgan State
FOR the purpose of establishing Morgan State University
from Morgan State College; providing for
definitions; providing for the scope and purpose of
the University; changing the name of Morgan State
College to Morgan State University; authorizing a
Board of [[Regents]] Trustees as the governing body
of the University; providing for members of the
board, their terms and compensation, and their
authority as the Board of [[Regents]] Trustees;
providing for the general and specific powers of the
Board of [[Regents]] Trustees; providing the Board
with power to issue certain bonds, certificates, and
other evidence of indebtedness for certain purposes;
establishing the use of the proceeds of certain
issuance, terms and liability; providing for certain
trust agreements to secure certain bonds; providing
exemption from taxation for certain things;
providing for the protection of rights and the
enforcement of duties; establishing title to certain
property and use of certain land; generally relating
to the establishment of Morgan State University; and
to correct language.
BY repealing and re—enacting, with amendments,
Article 77A — Higher Education
