mentioned in subsection (a) which are in force on July 1,
1973, shall remain in full force and effect.

(c) Any law proposed by the Talbot County
Commissioners pursuant to this section or pursuant to §
206 of Article 2B or § 3 (ee) of Article 25 of this Code,
must be enacted in the following manner:

(1)  The County Commissioners shall proceed only by
proposing an ordinance on the subject natter which shall
be prepared in written or printed form.

(2)  When such an ordinance is proposed and prepared,
the County Commissioners shall schedule a public hearing
thereon.

(3)  The County Commissioners shall publish a copy of
the proposed ordinance and notice of the time and place
of the hearing thereon in a newspaper of general
circulation in the county for at least two consecutive
weeks before the hearing, and additional copies of the
ordinance shall be made available to the public and to
the press in Talbot County.

(4)  Upon the passage of an ordinance by the County
Commissioners, the ordinance shall be published in the
manner that public local laws are to be published
according to Article 76 of the Code.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
