(a)    As used in this section and in § 128B.

(3) "Pupils" or "pupils enrolled" means (a) all
pupils enrolled in grades 1-12 or their equivalent in
regular day school programs on September 30 of the
previous school year; (b) one—half of the number of
pupils enrolled in kindergarten programs on September 30
of the previous school year, except that for Garrett
County the full number of kindergarten pupils shall be
included; and (c) the number of full time equivalent
pupils, as determined by regulation of the State
Department of Education, enrolled in evening high school
programs during the previous school year. THE PUPILS OF
BALTIMORE COUNTY SHALL INCLUDE THE STUDENTS IN THE LIDA
LEE TALL SCHOOL OF TOWSON STATE COLLEGE.

(b)    For the school year 1977—78 and thereafter,
each county board of education shall receive from the
State, in the manner and subject to the limitations
expressed in this section, an amount to be known as the
"State share of basic current expenses," which, for each
county, shall be calculated as follows:

(3) State share. The State share of basic current
expenses for each county shall be the difference between
the county share calculated pursuant to subsection (b)
(2) hereof and the basic current expense to be shared, as
defined in subsection (b) (1) hereof. OF ITS SHARE OF
THE STATE BASIS CURRENT EXPENSE, BALTIMORE COUNTY SHALL
PAY TO LIDA LEE TALL SCHOOL OF TOWSON STATE COLLEGE THE
PERCENTAGE OF THE STATE BASIC CURRENT EXPENSE OBTAINED BY
DIVIDING THE NUMBER OF PUPILS IN LIDA LEE TALL SCHOOL BY
THE TOTAL NUMBER OF PUPILS ENROLLED IN BALTIMORE COUNTY
AND THE LIDA LEE TALL SCHOOL.

(c)    For the school years 1973—74 to and including
1976—77, the State share of basic current expenses shall
be calculated and paid as follows:

(5) For the school year 1975—76, the State share of
basic current expenses for each county shall be the
amount calculated pursuant to subsection (c) (1) hereof
per pupil times the number of pupils enrolled for the
school year 1975—76, as defined in subsection (a) (3)
hereof plus (or minus, as the case may be) 60% of the
difference between that amount and the amount calculated
pursuant to subsection (c) (2) hereof. If the amount
calculated pursuant to subsection (c) (2) is greater than
the amount calculated pursuant to subsection (c) (1) , the
said percentage of the difference between the two shall
be added; otherwise, it shall be subtracted. OF ITS
SHARE OF THE STATE BASIC CURRENT EXPENSE, BALTIMORE
COUNTY SHALL PAY TO LIDA LEE TALL SCHOOL OF TOWSON STATE
COLLEGE THE PERCENTAGE OF THE STATE BASIC CURRENT EXPENSE
