BY repealing and re—enacting, with amendments,
Article 88A — Social Services Administration
Section 3(a), 18A(b), 62A, 63, 64, 66, 67, 71, 76,
77 and 78

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 11 through 14, 16 through 28 and
30 including the subtitle "Public Assistance to the Needy
Blind" of Article 30 — Deaf, Mute and Blind, of the
Annotated Code of Maryland (1971 Replacement Volume and
1974 Supplement) be and they are hereby repealed.
SECTION 2. AND BE IT FURTHER ENACTED, That Section
65 of Article 88A — Social Services Administration, of
the Annotated Code of Maryland (1969 Replacement Volume
and 1974 Supplement) be and it is hereby repealed.
SECTION 3. AND BE IT FURTHER ENACTED, That Section
88 of Article 88A — Social Services Administration, of
the Annotated Code of Maryland (1969 Replacement Volume
and 1974 Supplement) be and it is hereby renumbered to be
Section 89.
SECTION 4. AND BE IT FURTHER ENACTED, That new
Sections 65, 65A and 88 be and they are hereby added to
Article 88A — Social Services Administration, of the
Annotated Code of Maryland (1969 Replacement Volume and
1974 Supplement) to read as follows:

65.
(A) THE SOCIAL SERVICES ADMINISTRATION SHALL
ESTABLISH, IMPLEMENT AND MODIFY AS NECESSARY A PROGRAM OF
STATE AND LOCALLY FUNDED ASSISTANCE PAYMENTS TO RESIDENTS
OF THE STATE OF MARYLAND WHOSE INCOME AND BENEFITS ARE
NOT SUFFICIENT TO MAINTAIN A REASONABLE SUBSISTENCE
COMPATIBLE WITH DECENCY AND HEALTH, AND WHO (1) ARE
ELIGIBLE FOR OR RECEIVE CASH BENEFITS UNDER TITLE XVI OF
THE FEDERAL SOCIAL SECURITY ACT, OR (2) ARE AGED, BLIND,
