MARVIN MANDEL, Governor                               2157

authorized to be issued under the provisions of this Act,
not exceeding the par value thereof, shall be used
exclusively for the following purposes, to wit:

(a)    So much thereof as may be necessary, in
addition to the premiums realized from the sale, if any,
for the cost of issuance, including the expenses of
engraving, printing, advertising, attorney's fees, and
all other incidental expenses connected therewith; and

(b)    The remainder of such proceeds shall be used
for or in connection with planning, developing, and
making operative a comprehensive system for the disposal
of solid wastes, including, but not limited to, the
following, in connection with said solid waste disposal
system: the acquisition, by purchase or condemnation, or
any other legal means, of land or property, or any rights
therein, in the City of Baltimore; constructing and
erecting on said land or property or on any land or
property now or hereafter owned by the Mayor and City
Council of Baltimore new buildings, structures and
facilities and in any other manner improving and
developing said land or property; the establishment and
development of sites for landfills and the establishment
and development of transfer stations; the acquisition or
installation of equipment needed for or in connection
with any or all of the forementioned buildings,
structures or facilities or other things, and for doing
any and all things necessary, proper or expedient in
connection with or pertaining to any or all of the
matters or things hereinbefore mentioned, provided,
however, that if the land is located outside of the
Baltimore City limits the governing body of the local
subdivision in which the land is located must give its
approval.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety, and having been passed by a yea and
nay vote supported by three—fifths of all the members
elected to each of the two Houses of the General Assembly
of Maryland, the same shall take effect from the date of
its passage.
