designated by the department. The issuing cleric or
person designated shall retain the sum of 10 cents as
compensation for issuing each stamp. The balance of the
fee is paid over and accounted for in the same manner as
hunter's licenses,

(d)    The Maryland migratory WILD waterfowl stamp
shall be fixed adhesively to the back of the regular
hunting license of the person to whom the stamp is
issued. The recipient shall sign the stamp in ink.

(e)    All revenues accruing from sales of the
Maryland migratory WILD waterfowl stamp, less an amount
not to exceed 10 percent of gross revenue or the actual
administrative costs of producing and distributing the
stamps, shall be expended solely for the propagation or
purchase, and distribution, of mallard or other ducks to
be released pursuant to regulations adopted by the
department.

(e) (1) A person may not hunt [or attempt to hunt
at nighttime] any specie of wild bird or wild quadruped
AT NIGHTTIME with a light, including the headlights of
any vehicle [and also at]. AT nighttime a person may not
cast the rays of any artificial light when the rays
emanate from a vehicle on any woods, fields, orchards,
livestock, wild animals or birds, dwellings or buildings.
HOWEVER, RACCOONS OR OPOSSUM MAY BE HUNTED ON FOOT AT
NIGHTTIME DURING OPEN SEASON WITH THE USE OF A DOG AND
LIGHT.

(2) The provisions of this paragraph do not
apply to:

(I) the normal use of headlights of a
vehicle travelling on any public or private road in a
normal manner, [to]

(II) a person using a light for lights]
for purposes other than hunting[,] OR killing for
intentionally assisting to hunt or kill] wildlife, [to]

(III)  any police, emergency or utility
company vehicle using spotlights in the performance of
their duties, or [to]

(IV)  any farmer or landowner on his own
or leased land using artificial lights to check on
livestock or poultry. [However, raccoons or opossum may
be hunted on foot at nighttime during open season with
the use of a dog and light.]
