division academic institution, that is, third and fourth
collegiate year and post graduate studies, which shall
accommodate but not be restricted to, students
transferring from any Maryland State college or Maryland
State community college. PURSUANT TO THIS END, THE
[[UNIVERSITY OF BALTIMORE MAY NOT ACCEPT ANY STUDENTS WHO
HAVE FEWER THAN 56 CREDITS,]] MARYLAND COUNCIL FOR HIGHER
EDUCATION SHALL DEFINE THE MEANING AND APPLICABILITY OF
UPPER-DIVISIONAL STATUS CONSISTENT WITH CHANGING ACADEMIC
CONDITIONS IN MARYLAND.
(b) The University of Baltimore shall offer [such]
professional schools and graduate programs [as] approved
by the board of trustees of the State colleges and the
Maryland Council for Higher Education.
(c) It is the intention of the General Assembly
that the University of Baltimore is an educational
institution within the provisions of this section for
commuting students, and to this end, no public funds may
be used for the construction of dormitory facilities for
the University.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

AN ACT concerning
Maryland House of Correction
FOR the purpose of waiving the provisions of Section 10
of Chapter 195 of the Acts of 1973, said section
relating to the time by which projects contained in
the General Construction Loan of 1973 must be placed
under contract insofar as the provisions of said
section relate to an item contained in said Act for
the Division of Correction, Maryland House of
Correction (Anne Arundel County), to supplement the
appropriation "Convert old soap shop to Office
space", as shown on page 921 of the Acts of 1971.
