Each company shall comply with the bylaws of the
Volunteer Fire Companies Association of Dorchester
County, and no payment may be made to a company unless it
is complying with these bylaws.

The County Commissioners of Dorchester County shall
levy annually on the assessable property of Dorchester
County the amount specified above, for payment to the
several volunteer fire companies as specified. Before
the County Commissioners are required to pay these moneys
to the respective fire companies, the Commissioners may
require the officers of the fire companies to appear
before them and show to the satisfaction of the
Commissioners that any sums of money paid by the
Commissioners to the fire companies under this subsection
have been expended for the purposes set forth in this
subsection and also that the fire companies are active
fire—fighting organizations. If any of the fire
companies ceases to remain an active fire—fighting
organization or has not used the moneys appropriated to
them for the sole purposes set forth in this subsection,
the County Commissioners shall allocate the unexpended
funds to the contingent fund of Dorchester County.

162.

(b) whenever it shall be deemed necessary [be] BY
said county commissioners, acting as a district council
for any said taxing and assessment districts, to take or
acquire any land, structures or buildings, as an
easement, for the construction, extension or maintenance
of any erosion prevention works to prevent erosion by
Chesapeake Bay and tributaries, or by any other stream or
body of water in this State, in any of said taxing and
assessment districts, it may purchase the same from the
owner or owners, or, failing to agree with the owner or
