[but] [[AND]] but shall be manufactured of a material or
processed material warranted to have a durability of not
less than 5 years.

(c)        The [Commissioner] ADMINISTRATOR may order the
continued use during subsequent registration years of
registration plates which are valid during any current
registration year, and after doing so shall issue, at the
time a vehicle's registration is renewed, a validation
tab to evidence payment of the vehicle's annual
registration fee. The tab shall be displayed upon the
plates of the vehicle in the manner prescribed by the
[Commissioner.] ADMINISTRATOR.

(d)     The [Department] ADMINISTRATION shall issue for
every passenger motor vehicle rented without a driver the
same type of registration plates as the type of plates
issued for a private passenger vehicle.

3-415.

(a) If any registration card is lost, mutilated, or
becomes illegible, the owner of the vehicle for which the
card was issued shall make immediate application for and
may obtain a duplicate of the card upon furnishing
satisfactory information to the [Department]
ADMINISTRATION and upon payment of the prescribed fee.

(b) If any current registration plate or plates are
lost, mutilated, or become illegible, the owner of the
vehicle for which the registration was issued shall
immediately place on the vehicle a temporary number plate
or plates bearing the vehicle's registration number,
which temporary plate or plates shall be displayed as
nearly as possible as herein provided for the
registration plate. The owner, within 48 hours after
[such] THE loss or mutilation, shall [give notice thereof
to the Department] NOTIFY THE ADMINISTRATION and apply
for substitute registration plates and a substitute
registration card. The [Department] ADMINISTRATION
shall supply the substitutes upon payment of the
prescribed fee. Upon receipt of the substitute
registration plates and substitute registration card, the
original registration card and plates shall be
surrendered to the [Department] ADMINISTRATION.

(C) THE ADMINISTRATION MAY ISSUE SUBSTITUTE
REGISTRATION PLATES, OF A DESIGN TO COMMEMORATE THE
BICENTENNIAL, UPON APPLICATION, USING FORMS FURNISHED BY
THE ADMINISTRATION, AND UPON PAYMENT OF THE PRESCRIBED
FEE. THE ADMINISTRATION MAY PROMULGATE REASONABLE RULES
AND REGULATIONS FOR THE ENFORCEMENT OF THIS SUBSECTION.
NOTWITHSTANDING THE PROVISIONS OF SECTION 3-410(B) OF
THIS ARTICLE, THE REGISTRATION PLATES TO COMMEMORATE THE
