and the exercise by the Authority of the powers conferred
by the provisions of this subtitle shall be deemed and
held to be the performance of essential governmental
functions. The Authority shall consist of seven [(7)]
members, appointed by the County Commissioners, subject
to the approval of the County delegation to the General
Assembly, for a period of three [(3)] years as herein
provided. The membership shall include:

1.    an elected official.

2.    a representative of a financial institution.

3.    the Superintendent of Schools or his designee.

4.    [President] CHAIRMAN of the Calvert County
Economic Development [Corporation] COMMISSION, or his
designee.

5.    a farmer.

6.    an owner, operator, or manager of a local
commercial business.

7.    a physician, engineer, dentist, lawyer,
scientist or other professional person.

[The County Commissioners shall additionally appoint
the Executive Director of the Economic Development
Corporation of Calvert County as an ex—officio member of
the Authority, without voting rights. ]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
