to any of the following factors:
(1) The destruction, drastic modification,
or severe curtailment of its habitat,
(2) Its over—utilization for commercial or
sporting purposes,
(3) The effect on it of disease or
predation, or
(4) Other natural or man—made factors
affecting its continued existence.
(d) The Secretary on his own notion or on petition
of three interested persons, may conduct a Departmental
review of any wildlife on the Statewide list. The
interested persons shall present substantial scientific
evidence to warrant the review. The Secretary, by order,
may amend the State's list accordingly. This order is
effective immediately upon issuance. The Secretary shall
conduct a biennial review of the State's endangered
species list, and submit to the Governor a summary report
of the scientific data used to support every amendment to
the State's endangered species list during that biennium.
(e) The Secretary may remove any wildlife from the
State's endangered species list which has been removed
from the federal lists it he determines the same wildlife
is no longer threatens with Statewide extinction.
(f) Subject to any federal law or regulation, or
any other State law, the Secretary, by rule or
regulation, may permit hunting, exporting, transporting,
or possessing any wildlife threatened with Statewide
extinction, for zoological, educational, or scientific
purposes, and for propagating the wildlife in captivity
for preservation purposes.
(g) The Secretary shall conduct research on the
endangered species of wildlife in the State, and shall
utilize the land acquisition and other authorities vested
in his office to carry out a program in the State for
conserving, protecting, restoring, and propagating
selected State endangered, wildlife species. In addition
to the land acquisition authorities vested in his office,
the Secretary may acquire by purchase, donation, or
otherwise, land or interest in land needed to carry out
the purposes of this section relating to conservation,
protection, restoration, and propagation of selected
State endangered wildlife species.
(h) The Governor shall review other programs he
administers and, to the extent feasible, utilize the
