(c) The commission may cooporate with other state,
regional, [natural] NATIONAL, agricultural, and
horticultural organizations in research, advertising,
publicity, education, and other means of promoting the
sale and use of apples, and expend money of the Apple
Merchandising Fund for these purposes.
11-405.
(a) Every permit holder who purchases or receives
milk or other fluid dairy products on the basis of its
weight, measure, sample or test shall have these
operations performed only by individuals licensed by the
Secretary.

Unless another penalty specifically is provided
elsewhere in this article, any person found guilty of a
second or subsequent violation of any provision of the
same title, is subject to a fine not exceeding $1,000, or
imprisonment not exceeding one year,, or both, with costs
imposed in the discretion of the court. For the purposes
of this [subsection"] SECTION, a second or subsequent
violation is one which has occurred within two years of
any prior violation of this title and which arises oat of
a separate set of circumstances.
SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 10-807 be and it is hereby added to Article
Agriculture, of the Annotated Code of Maryland (1974)
Volume) to read as follows:
