[§ 703 (g) of Article 66C,] §4-1013 (A) AND (B) OF THE
NATURAL RESOURCES ARTICLE OF THE CODE, providing for
display of canvas dredge boat licenses [on sails].

Any person who shall commit any crime, offense or
misdemeanor upon the waters of the Chesapeake Bay, within
the limits of this State, and without the body of any
county thereof, and all aiders, abettors, comforters and
accessories thereof and thereto, may be indicted and
tried in any court of this State having jurisdiction of
similar crimes, offenses and misdemeanors, of the county
in which he may be arrested, or into which he may first
be brought. The provisions of this section shall not be
applicable to [§ 717 of Article 66C of this Code] §§
4-1201 THROUGH 4-1207 OF THE NATURAL RESOURCES ARTICLE OF
THE CODE.

SECTION 2. AND BE IT FURTHER ENACTED, That Section
5A of Article 62B — Maryland Port Administration, of the
Annotated Code of Maryland (1972 Replacement Volume and
1973 Supplement) be and it is hereby repealed and
re—enacted, with amendments, to read as follows:

Article 62B — Maryland Port Administration
5A.

The authority may establish and maintain facilities
in the Baltimore harbor area to dispose of waste matter
other than oil collected from commercial vessels in
conformity with the applicable provisions of [Article
96A] TITLE 8 OF THE NATURAL RESOURCES ARTICLE of [this]
THE Code. The Authority shall make a reasonable charge
for the use and service of this facility.

SECTION 3. AND BE IT FURTHER ENACTED, That Section
9B of Article 64A — Merit System, of the Annotated Code
of Maryland (1972 Replacement Volume and 1973 Supplement)
be and it is hereby repealed and re—enacted, with
amendments, to read as follows:

Article 64A — Merit System
9B.

On and after June 1, 1962, as provided in [§ 235 (b)
of Article 41] §3 OF ARTICLE 16A of [this] THE Code, all
positions in the State civil defense organization, except
