one member of the Board. The compensation and expenses
of the members and officers of said Board, and all
expenses, including office help and professional advice,
and services which, in the opinion of said Board, are
proper and necessary to discharge its duties and to
enforce the law, shall be paid out of such fund upon the
approval of the chairman of said Board. The salaries
shall be paid by the Board at the rate per diem of actual
service herein provided and traveling expenses, in
accordance with State regulations, shall be allowed to
members of the Board for attendance at Board meetings.
Said Board may also employ inspectors [to] and examiners
TO assist the Board in the discharge of its duties. The
compensation of the inspectors and examiners shall be as
provided in the annual State budget, but in no event less
than fifteen dollars ($15.00) nor more than twenty—five
dollars ($25.00) for each day employed in the discharge
of their official duties.

(b) ANNUAL RENEWAL FEE OF [Five] FIVE ($5.00) for
operators, manicurists, cosmeticians and demonstrators.

(a) The unit for investigating the financial
condition of the patient and his family, and for
determining claims for the patient's care, all under this
section and any applicable laws, rules and regulations,
is the [Department of Mental Health and Hygiene] STATE
DEPARTMENT OF HEALTH AND MENTAL HYGIENE. Notwithstanding
any other provision of this section, the collection of
delinquent accounts and debts shall be handled by the
central collection unit created within the Department of
Budget and Fiscal Planning.

(f) The investigation unit is authorized and
empowered to adopt and promulgate reasonable rules and
regulations covering the details of enforcing the power
and procedures provided for in this section. It is
intended that such rules and regulations be applied
uniformly to patients in mental centers and to patients
in chronic disease [hospitals] CENTERS so far as it is
practical; however, such rules and regulations as they
apply to the admission and discharge of patients in
chronic disease centers are subject to the concurrence of
the State Board of Health.
