93A—54. Violation of Chapter; penalties; enforcement.

(a)    Any person who fails to comply with the
provisions of this Article or any rule, regulation,
decision, order or summons of the Executive Director or
Commission issued pursuant to this Article shall be in
violation of this Chapter and deemed guilty of a
misdemeanor and, upon conviction, shall be subject to a
fine not exceeding One Thousand Dollars ($1,000.00) and
costs. Each day that a person fails to comply with any
rule, regulation, decision, order or summons as specified
herein shall constitute a separate offense hereunder,
except that where said person appeals any such rule,
regulation, decision, order or summons, he shall not be
subject to the penalties of this section pending the
resolution of all appeal rights. Fines imposed hereunder
may be collected or enforced through civil attachment
proceedings. The conduct found to be unlawful in Section
93A—48(c) shall not be subject to the provisions of this
section.

(b)   The Executive Director may refer enforcement of
the provisions of this Article to the County Attorney's
Office as provided in Section 93A—5 of this Chapter.

93A-55. Federally Assisted Multi—Family Housing
Projects.

Dwelling units which are part of Federal government
assisted multi—family housing projects and which require
accountability of rent returns to the Federal government
are exempted from the provisions of this Article.

93A—56. Review of Article.

Twelve months after the effective date of this Act,
the Executive Director and the commission shall report to
the County Council and the County Executive with findings
and recommendations as to the repeal of this Article
based upon the housing needs of the County and the
health, safety and welfare of its citizenry.

93A—57. Application.

This Chapter shall be effective throughout the
County except in any incorporated town, village or other
municipality which by law has authority to enact a law on
the same subjects as covered by the various Articles and
sections of this Chapter. If any such incorporated town,
village or other municipality shall adopt this Chapter
and request the County to enforce the provisions thereof
within its corporate limits, the County shall thereafter
administer and enforce the same within such incorporated
town, village or municipality.
