or slowed at a speed of less than seven miles per hour.
Time consumed for delays or stop overs [on] EN route at
the direction of the passenger shall be charged at the
rate of $4.80 per hour. Any waiting time shall not
include time lost due to the inefficiency of the taxicab.

(b)  Rates for each unit of extra passengers:
For more than 2 passengers in the same party,

each............................................$.25

For each suitcase above one.....................$.25

For each trunk..................................$.50

For pickup and/or delivery service performed at
request of taxicab hirer........................$.50

(c)    Adjustment of rates. The County Council may
adjust such rates as it deems necessary in the public
interest after public notice and hearing.

Sec. 2. This Act shall take effect on the 76th day
following the date on which it becomes law.

Chapter 24

AN ACT to amend Chapter 84, Article II thereof, title
"Contracts, Purchases and Sales", of the Montgomery
County Code 1965, as amended, by repealing and
reenacting, with amendments, Section 84—11, title
"Definitions", and by adding a new Section 84—14A,
title "Purchasing and contracting by County
Council", to provide that the County Council may
contract for professional services necessary to
assist the Council in the exercise of its powers and
for which sufficient funds have been appropriated.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND that -

Sec. 1. Section 84-11, title "Definitions", of
Chapter 84, Article II, title "Contracts, Purchases and
Sales", of the Montgomery County Code 1965, as amended,
is hereby repealed and reenacted with amendments to read
as follows:

For the purposes of this Article, the following
terms, phrases, words and their derivations shall have
the following meanings:
