may be extended in the discretion of the Executive
Director. Alternatively, the Executive. Director may
condition the grant of a license upon full compliance
with the applicable laws. Full compliance with such laws
shall be deemed to be a condition precedent to the grant
of a license.

(c) Where a rental facility has not been
completely constructed or renovated, the Executive
Director may issue a temporary license for that part of
the rental facility which has been completely constructed
or renovated provided that a temporary certificate of
occupancy as specified by Section 121.5 of the BOCA Basic
Building Code, as adopted by Chapter 79 of the Montgomery
County Code 1965, as amended, has been obtained by the
landlord and all other applicable laws have been complied
with. Provided further, that the temporary license shall
expire upon the issuance of a license to conduct and
operate the entire facility.

93A—19. License Fees.

An annual license fee per dwelling unit shall be
established by the County Executive by written regulation
in an amount sufficient to pay the cost incidental to the
administration of this Chapter and to make this Chapter
self—sustaining. This fee shall be required prior to the
issuance of any license hereunder, and shall be
non—refundable. Changes in this fee may be made from
time to time by written regulations promulgated by the
County Executive.

93A-20. Display of license.

The person to whom any license is issued shall
display it in the lobby, vestibule, rental office or
other prominent public place on the premises during the
entire period it is effective.

93A—21. Inspection of rental facilities.

Subject to the provisions of Section 93A—14, the
Executive Director shall cause a biennial inspection to
be made by the Department of Environmental Protection of
each licensed rental facility to determine whether the
facility is in compliance with all applicable laws. If
an inspection indicates that a rental facility is not in
compliance with all applicable laws, the license may be
subject to revocation or other remedial action as
determined by the Executive Director.

93A—22. License terms and renewals.
