22.301(B)(3).

(3)    PURCHASE OR SALE OF LAND IN
FEE SIMPLE.

(4)    GRANT OR AWARD OF ANY
FRANCHISE.

(D) THE SECRETARY OF THE COUNTY
COUNCIL SHALL CAUSE THE AFFIDAVIT
TO BE PREPARED AND SUBMITTED WITH

ANY APPLICATION SUBMITTED___IN

CONNECTION WITH ZONING AND ANY
APPLICATION SUBMITTED REGARDING
THE ISSUANCE OF ANY LIQUOR
LICENSE.

SECTION 22.303 - [VIOLATIONS] PENALTIES FOR VIOLATIONS

ANY PERSON FOUND TO BE VIOLATION OF ANY OF THE
PROHIBITIONS SET FORTH HEREIN OR IN THE COUNTY CHARTER,
OR TO HAVE MADE A FALSE AFFIDAVIT, SHALL BE BARRED FROM
DOING BUSINESS WITH HOWARD COUNTY, OR ANY DEPARTMENT
RECEIVING FUNDS APPROPRIATED BY THE COUNTY COUNCIL, FOR A
PERIOD OF TEN (10) YEARS, THIS SECTION NOT BE CONSTRUED
AS LIMITING OR RESTRICTING ANY JUDICIAL REMEDIES
AVAILABLE TO THE COUNTY.

ANY PERSON WHO HAS BEEN AWARDED A CONTRACT OR
PURCHASE ORDER AND HAS BEEN FOUND TO BE IN VIOLATION OF
THE PROHIBITIONS SET FORTH HEREIN AND/OR OR TO HAVE MADE
A FALSE AFFIDAVIT MAY BE FOUND IN DEFAULT, AND THE
CONTRACT MAY BE TERMINATED BY HOWARD COUNTY.

IT IS NOT THE INTENT OF THIS BILL TO PROHIBIT THE
COUNTY FROM DOING BUSINESS WITH FIRMS OR PERSONS IN WHICH
A COUNTY OFFICIAL, MEMBERS OF AN APPOINTED BOARD OS
COMMISSION, OR EMPLOYEE ALSO HOLD POSITIONS OF TRUST;
HOWEVER, SUCH INFORMATION MUST BE DISCLOSED AND BE ON
FILE IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION 901
OF THE CHARTER.

SECTION 22.304 - SEVERABILITY

THE PROVISIONS OF THIS ACT ARE SEVERABLE AND IF ANY
PROVISIONS, SENTENCE, CLAUSE, SECTION OR PART THEREOF IS
HELD ILLEGAL, INVALID, OR UNCONSTITUTIONAL, OR
INAPPLICABLE TO ANY PERSON OR CIRCUMSTANCE, SUCH
