(1)    Salaries

The following officers and employees in the
Exempt Service shall receive an annual salary to be set
by the appointing authority within following limits:

Secretary to Council Council                                 $10,000 - 16,000

County Auditor                                                                      15,000 - 21,000

County Administrator                                                       17,000 - 23,000

County Solicitor                                                                 15,000 - 21,000

Director of Finance                                                          15,000 - 21,000

Director of Planning                                                       15,000 - 21,000

Director of Public Works                                             19,000 - 25,000

Chief of Police                                                                    15,000 - 21,000

Fire Administrator                                                            12,000 - 17,000

Director of Recreation & Parks                              12,000 - 17,000

Secretary to Executive                                                     8,000 - 12,000

Animal Control Officer                                                     8,000 - 12,000

Human Services Administrator                                   12,000 - 17,000

Budget Administrator                                                       14,000 - 19,000

Personnel Administrator                                                14,000 - 19,000

Law Clerks                                                                                  5,000 - 8,500

(2)    The County Executive shall be the appointing
Authority for all of the above positions except the
Secretary to the County Council and the County Auditor.
The officers shall serve at the pleasure of the
appointing authority: provided, however, that the County
Solicitor appointed by the County Executive in accordance
with the provisions of the of the Howard County Charter
shall be subject to confirmation by the affirmative vote
of a majority of the members of the Council as elected in
