COUNTY LOCAL LAWS

REPRESENTATIVE, SHALL BE ENTITLED TO APPEAR AND BE HEARD
ON ANY MATTER BEFORE THE COMMISSION REACHES A DECISION.

2.    THE COMMISSION SHALL KEEP A RECORD OF
ITS PROCEEDINGS AND ACTION WHICH SHALL BE ON FILE FOR
PUBLIC VIEW AT THE DEPARTMENT OF PUBLIC WORKS.

3.    NOTICE OF COMMISSION MEETINGS SHALL
APPEAR IN A NEWSPAPER OF GENERAL CIRCULATION IN HOWARD
COUNTY SEVEN (7) DAYS PRIOR TO SUCH MEETINGS.

4. THREE (3) MEMBERS SHALL CONSTITUTE A
QUORUM AND THE VOTE OF THE MAJORITY PRESENT SHALL BE
NECESSARY FOR A DECISION.

E. - SPECIAL POWERS

1.    HOWARD COUNTY SHALL HAVE THE RIGHT TO
ACCEPT AND USE GIFTS FOR EXERCISE OF THE COMMISSIONS
FUNCTIONS.

2.    THE COMMISSION MAY DESIGNATE THE
MARYLAND HISTORICAL TRUST TO MAKE AN ANALYSIS OF AND
RECOMMENDATION CONCERNING THE PRESERVATION OF STRUCTURES
OF HISTORIC OR ARCHITECTURAL VALUE WITHIN THE COUNTY.
SUCH REPORT MAY INCLUDE PROPOSED BOUNDARIES OF DISTRICTS
AND USE RECOMMENDED TO BE PERMITTED IN THE DISTRICTS AS
WELL AS IDENTIFY AND DESIGNATE PARTICULAR STRUCTURES
RECOMMENDED TO BE PRESERVED.

3.    THE COMMISSION SHALL HAVE THE RIGHT TO
PETITION THE HOWARD COUNTY ZONING BOARD FOR THE
DESIGNATION OF APPROPRIATE AREAS AS HISTORIC DISTRICTS.

4. HOWARD COUNTY MAY PURCHASE ARCHITECTURAL
EASEMENTS IN CONNECTION WITH STRUCTURES LOCATED IN OR
ADJACENT TO A HISTORIC DISTRICT. SUCH EASEMENT SHALL
GRANT TO THE COMMISSION, THE RESIDENTS OF THE HISTORIC
DISTRICT, AND THE GENERAL PUBLIC THE PERPETUAL RIGHT TO
HAVE THE EXTERIOR APPEARANCE OF ANY STRUCTURE UPON WHICH
IT IS APPLIED RETAINED IN SUBSTANTIALLY THE SAME
CHARACTER AS WHEN THE EASEMENT TOOK EFFECT.

F. - ACTION OF THE COMMISSION

1.    THE COMMISSION SHALL FILE WITH THE
DEPARTMENT OF PUBLIC WORKS ITS CERTIFICATE OF APPROVAL,
MODIFICATION OR REJECTION OF ALL APPLICATIONS AND PLANS
SUBMITTED TO IT FOR REVIEW.

2.    NO WORK SHALL BEGIN UNTIL SUCH
CERTIFICATE OF APPROVAL SHALL HAVE BEEN FILED.

3.    IN THE CASE OF REJECTION, SUCH
