COUNTY LOCAL LAWS

Supplements), Title 1, "Administration",      to follow

immediately after Section 1—802 thereof and to     be under

the new Subtitle 9, "Consumer Affairs", and   to read as
follows:

SECTION 1-900

THERE IS HEREBY CREATED WITHIN THE OFFICE OF THE
BUDGET THE BOARD OF CONSUMER AFFAIRS, WHICH SHALL CONSIST
OF FIVE (5) MEMBERS TO SERVE AT THE PLEASURE OF THE
COUNTY EXECUTIVE, ONE (1) OF WHOM SHALL BE DESIGNATED AS
CHAIRMAN. THE MEMBERS OF THE BOARD SHALL BE
REPRESENTATIVE OF THE GENERAL PUBLIC AND THE BUSINESS
COMMUNITY, AND SHALL SERVE WITHOUT COMPENSATION. THE
BOARD SHALL ALSO HAVE SUCH STAFF, EMPLOYEES OR
CONSULTANTS AS MAY BE PROVIDED FROM TIME TO TIME IN THE
BUDGET.

SECTION 1-901

FOR PURPOSES OF THIS SUBTITLE, THE BELOW LISTED
TERMS SHALL BE DEFINED AS FOLLOWS:

(1)    "MERCHANT" MEANS A PERSON WHO OFFERS
MERCHANDISE OR SERVICES FOR PURCHASE BY A CONSUMER.

(2)    "PURCHASE" MEANS TAKING BY SALE, DISCOUNT,
NEGOTIATION, MORTGAGE, LIEN OR LEASE.

(3)    "CONSUMER" MEANS A NATURAL PERSON WHO
PURCHASES MERCHANDISE OR SERVICES OR BORROWS MONEY OR
RECEIVES CREDIT FOR HIS PERSONAL, FAMILY, HOUSEHOLD OR
AGRICULTURAL PURPOSES.

(4)    "LENDER" MEANS A PERSON WHO LOANS MONEY OR
EXTENDS CREDIT TO A CONSUMER.

(5)    "SERVICES" MEANS WORK, LABOR, OR ANY KIND OF
ACTIVITY FURNISHED OR AGREED TO BE FURNISHED TO A
CONSUMER, INCLUDING BUT NOT LIMITED TO BUILDING AND
CONSTRUCTION SERVICES, UNDERWRITING SERVICES, THE REPAIR
OF AUTOMOBILES, TELEVISION SETS AND OTHER SIMILAR
COMMODITIES, THE REPAIR OR INSTALLMENT OF PLUMBING,
HEATING, ELECTRICAL OR MECHANICAL DEVICES; PROVIDED,
HOWEVER, THAT NOTHING HEREIN SHALL APPLY TO THE
PROFESSIONAL SERVICES OF CERTIFIED PUBLIC ACCOUNTANTS,
ARCHITECTS, CLERGYMEN, PROFESSIONALLY LICENSED ENGINEERS,
ATTORNEYS, VETERINARIANS, CHRISTIAN SCIENCE
PRACTITIONERS, PROFESSIONALLY LICENSED LAND SURVEYORS AND
PROPERTY LINE SURVEYORS, OPTOMETRISTS, PHYSICAL
THERAPISTS, PODIATRISTS, REAL ESTATE BROKERS AND
SALESMEN, OSTEOPATHS, AND MEDICAL AND DENTAL
PRACTITIONERS ENGAGING IN THEIR RESPECTIVE PROFESSIONAL
ENDEAVORS.
