CONDITIONS OF ANNEXATION

A.     Services and taxes

1. The City will assess no taxes and will
provide no services until the first normal taxing period
following the placing of water and sewer mains to
adequately serve the area. At this time all normal
services will be provided, and normal taxes will be
assessed.

B.    General Provisions

1. All existing development will be given
five (5) years following availability of utility services
to tie into City systems. At the expiration of this
period of time, front—foot assessments will be charged
and connection required, in accordance with current City
Policy.

2. Newly developing properties will be
required to use any available City system at the time of
construction. Front—foot assessments and tapping charges
will be payable at the time of application for service.

3.     Water and sewer and other improvements
and services will be available to newly annexed areas in
accordance with prevailing City Policy.

4.     Zoning will be that nearest use
compatible with the County Zoning presently in effect in
the area at the time of Annexation. Major zoning changes
will be done only on a comprehensive basis and under the
control of the Planning Commission.

RESOLUTION NO. 172

A RESOLUTION of the Council of the City of Salisbury
proposing amendments of the Charter of The City of
Salisbury by amending Sections 8 and 22 thereof so as to
increase the salary of the President of the Council from
One Hundred Twenty Five Dollars per month to Two Hundred
Fifty Dollars per month for his services and of the other
Councilmen from One Hundred Twenty Five Dollars per month
to Two Hundred Eight Dollars and Thirty Four Cents per
month for their services, and by amending Section 22
thereof so as to increase the salary of the Mayor from
One Hundred Sixty Seven Dollars and Sixty Seven Cents per
