include in the annual tax levy a "Town Drainage Tax" on
the assessable property within the Town sufficient to pay
the principal and interest on the bonds or notes issued
under this section as such principal and interest may
become due and payable until all of the bonds or notes
shall mature and be paid. The "Town Drainage Tax" levied
hereunder shall be a lien against the property against
which it is assessed and shall be collected in the same
manner as other town taxes.
-24.2. Authorization to borrow money for any proper
public purpose
(a) The Mayor and Common Council shall have the
power to borrow money for any proper public purpose (such
as unexpected contingency, capital improvements or for a
new building) upon the faith and credit of the Town of
Riverdale, which sum shall not exceed 1% of the assessed
valuation of the Town and shall issue therefor, as
evidence thereof, bonds or promissory notes upon such
terms and conditions as the Mayor and Council may
designate. The interest on such bonds or promissory
notes shall not exceed the current prevailing legal rate.
The proceeds of which shall be deposited by the Treasurer
to the credit of the Town and expended as appropriated by
the Mayor and Council. It shall be provided, however,
that the Mayor and Council shall allocate out of
anticipated revenues sufficient funds for the retirement
of such obligations and provided further that the total
of such borrowings shall at no time exceed 1% of the
assessed valuation of the real estate of the Town of
Riverdale.

31 through 39, Chapter 23A of the Annotated Code of
Maryland.
63-25. Water and Sewers
—25.1.Powers of the Town
The Town may:
(a) Construct, operate and maintain a storm water
drainage system and storm water sewers unless provided
for by other agencies such as Washington Suburban
Sanitary Commission, State Highway Administration, or
other agencies of the State of Maryland.
(b) Do all things necessary for the efficient
maintenance of the above systems.
