corporate limits of said town for at least 30 days prior
to registration or sufficient time to establish the fact
that he is a "bona fide" resident and not a visitor or a
transient, shall be qualified to vote for all elective
officers of said town, and the Judges of Election
hereinafter provided for shall be the sole judges of the
right of any person to vote at any town election;
provided, however, that in the election of Councilmen
only those citizens above the age of eighteen (18) years
who shall have reside within the limits of the ward which
said Councilman shall represent shall be qualified to
vote for any such Councilman.

-16.3.Procedure (Amended 12-21-70, effective 2-9-71)

(a)    The election for all elective officers shall
be held on the first Monday in May at a place or places
to be designated by the Mayor and Common Council, and
notices of such designation must be posted in three (3)
public places at least ten (10) days before said
election. Such polling places shall remain open for a
minimum of twelve (12) consecutive hours, or longer, at
the discretion of the Mayor and Common Council. Such
election shall be conducted by a sufficient number of
judges and clerks as may be deemed necessary by the Mayor
and Common Council. Such judges and clerks shall be
appointed annually by the Mayor and Common Council, and
shall take the oath prescribed herein for town officers.
Suitable ballot boxes and/or voting machines shall be
provided by the Mayor and Common Council. Immediately
after the closing of the polls, the election judges shall
determine and record the vote cast for each candidate and
shall seal the ballots and/or machine tallies. The
judges shall immediately present the record of votes cast
to the Mayor and Common Council who shall declare that
person or persons elected who shall have received the
highest number of votes for their respective office or
offices. The results shall be recorded in the minutes of
the Council. In the event of a tie vote for any office,
there shall be an election on the fourth Monday in May
for the office or offices so tied. The; terms of all
elective officers shall begin on the first Monday in June
next succeeding the election.

(b)    All other rules, regulations and procedures
shall be prescribed by ordinance.

(c)    No appointed official of the Town shall
continue in such position after becoming a candidate for
nomination or election to any public office. Any elected
official who shall become a candidate for nomination or
election to any public office other than his own
incumbent office shall continue in said incumbent office
only until the first Monday in June of the same year.
