MUNICIPAL CHARTERS

-14.22. Charter Amendments

(a)    No Charter Amendment shall be passed at the
meeting at which it was introduced. The Charter
Amendment or a fair summary thereof shall be published at
least once in a newspaper having general circulation in
the Town including the Town's official "Town Crier"
before it is acted upon by the Council.

(b)    In case of emergency this provision may be
suspended by the affirmative vote of a majority of the
Council.

(c)    At any regular or special meeting of the
Council held not less than 6 nor more than 60 days after
the meeting at which the Charter Change was introduced it
shall be passed or passed as amended, or rejected, or its
consideration be referred to some future date.

(d)    Laws as to Charter Amendments are found in
Article 23A. Annotated Code of Maryland.

—14.23. File of Ordinances: Codification

Ordinances shall be codified and permanently filed
in the Town Office and shall be kept available for public
inspection.

-14.3. The Mayor

-14.31. Selection and Term

(a)    The Mayor shall be elected from "at large"
within the corporate limits of the Town as hereinafter
provided and shall hold office for two years or until his
successor is elected and qualifies or who is disqualified
because of failure to retain those qualifications
necessary for his election, or who is deceased or
permanently incapacitated for the discharge of the duties
of his office.

(b)    In the event such disqualifications,
incapacitation, or death occurs in the first year of his
office, a successor shall be chosen in the next regular
Town election for the one year remaining. Otherwise, the
Vice—Chairman assumes the duties of the Mayor as outlined
in 14.16.

(c)    No person shall be elected to the office of
Mayor for more than two consecutive terms.

—14.32. Qualifications

The Mayor must be at least 25 years of age, shall be
