circulation in the town not less than four times, at
weekly intervals, within a period of at least forty days
after adoption of this resolution.

SECTION 5. AND BE IT FURTHER RESOLVED that as soon
as the charter amendments hereby proposed shall become
effective either as herein provided or following a
referendum, the President of the Board of Commissioners,
or the Mayor as may be appropriate, shall send separately
by registered mail to the Secretary of State of Maryland
1 to the Department of Legislative Reference, the
following information concerning the charter amendment.

a.     The complete text, as approved, of the
amendment.

b.     The date of the referendum election, if any,
held with respect hereto.

c.     The number of votes cast for and against the
question of this amendment whether by the Board of
Commissioners or in a referendum.

d.     The effective date of this charter amendment.
Date of Adoption: April 3, 1973.

RESOLUTION
CHARTER AMENDMENT NO. 8

Penalty for failure to pay taxes, assessments,
charges or liens.

Resolution of the Board of Commissioners of Rising
Sun, Maryland adopted pursuant to the authority of
Article 11—E of the Constitution of the State of
Maryland, and Section 13 of Article 23A of the Annotated
Code of Maryland, 1957 edition as amended, to amend the
charter of Rising Sun, this amendment to be entitled:
"Penalty for failure to pay taxes, assessments, charges
or liens," such being the Eighth amendment to that
charter, by adding a new subsection (r) to Section 31-22
"Transfer of Property" of the Code of Public Local Laws
of Cecil County, 1969 edition as amended, said amendments
to authorize the Board of Commissioners to set penalties
for failure to pay within three months of the due date
any taxes, assessments, charges or liens on property
within the town.

SECTION 1. BE IT RESOLVED BY THE BOARD OF
