either, or both, 20% of the persons who reside in the
area to be annexed who are registered as voters in county
elections in the precinct in which the area to be annexed
is located, or by 20% of the qualified voters of the Town
of Hurlock, as permitted by law, and as set out at
Article 23A, Section 19 of the Annotated Code of Maryland
(1957) as amended.
SECTION 5. AND BE IT FURTHER RESOLVED by The Mayor
and Council of Hurlock that the Mayor of Hurlock is
hereby specifically enjoined to carry out the provisions
of Section 3 hereof and as evidence of said compliance,
the Mayor shall cause to be affixed to the minutes of
this meeting appropriate certificates of publication of
the newspaper in which the public notice of the proposed
annexation and public hearing shall have been published.
The above Resolution was adopted at a regular
meeting of The Mayor and Council of Hurlock, held the
25th day of September, 1973, 2 Councilmen voting in the
affirmative and 0 Councilmen voting in the negative.

NOTICE OF AMENDMENT TO CITY CODE
EMERGENCY ORDINANCE TO CHANGE THE EXISTING BOUNDARY
WARDS IN CONFORMITY WITH U.S. SUPREME COURT DECISIONS
WHEREAS, the Charter of the Hyattsville City Code
Sec. 4—17, 18 gives the power by ordinance, to establish,
change or relocate the boundaries of existing wards;
AND WHEREAS, the Supreme Court of the U.S. has ruled
that ward boundaries must be equal in size;
AND WHEREAS, the Mayor and City Council are
attempting to conform to the law of the land and that the
Charter Section of the Hyattsville City Code, Sec. 4—8
calls for a general election on the first Monday in May
in the odd number year of certain councilmen;
AND WHEREAS, the majority of the members of the
council voted in the affirmative to suspend part of Sec.
