HAGERSTOWN

Each bicycle, when registered, shall be given a
registration number. Said registration number shall
become the permanent number assigned to that particular
bicycle for and during the duration of the lifetime of
the bicycle.

It shall not be necessary for the owner to renew
said registration or obtain a new identification number
on a periodic basis. There shall be no fees charged for
said identification number.

Section 9—7. Transfer of Ownership.

In the event that a bicycle is transferred from one
person to another person, said transfer shall be reported
to the Police Department in accordance with the rules and
regulations then in force, as promulgated by the
administrative officer as designated in this Ordinance.
There shall be no charge made for the transfer of the
registration and ownership of said bicycle.

Section 9—8. Defacing, Alteration or removal of
identification, number.

It shall be unlawful for any person to knowingly
remove or cause to be removed, to change or caused to be
changed, or to mutilate or cause to be mutilated, or to
alter or caused to be altered, or defaced or cause to be
defaced, or falsify or cause to be falsified any
identification number affixed to any bicycle.

Section 9—9. Selling, Buying and Receiving.

It shall be unlawful for any person or persons to
buy, receive, possess, sell or dispose of a bicycle
knowing that the identification number of said bicycle
has been removed, changed, mutilated, altered, defaced
or falsified.

Section 9—10. Impounding of Bicycles and Disposition.

Any bicycle found to be in violation of this
Ordinance shall be impounded by the Police Department and
removed from the public thoroughfares of the City. The
Police Department shall keep such bicycle impounded until
the owner shall have obtained for said bicycle the proper
identification number through proper registration.

No impounding fee shall be charged for the
impounding of such bicycle.

In the event that any bicycles are located or turned
into the Police Department that have been abandoned
within the City of Hagerstown, the Police Department
