MUNICIPAL CHARTERS

SECOND TUESDAY AFTER THE FIRST MONDAY IN SEPTEMBER OF
EACH YEAR IN WHICH A REGULAR CITY ELECTION IS SCHEDULED.
ANY QUALIFIED VOTER OF THE CITY OF FREDERICK AND OF ANY
PARTY PARTICIPATING IN SUCH PRIMARY ELECTION SHALL BE
ENTITLED TO VOTE IN THE PRIMARY ELECTION. THE BOARD OF
SUPERVISORS OF ELECTIONS SHALL GIVE AT LEAST TEN DAYS
NOTICE, BY PUBLICATION IN SOME NEWSPAPER PRINTED IN THE
CITY OF FREDERICK, OF THE TIME AND PLACES OF HOLDING ANY
SUCH PRIMARY ELECTION. ALL PRIMARY ELECTIONS SHALL BE
MANAGED AND CONTROLLED BY THE BOARD OF SUPERVISORS OF
ELECTIONS IN THE SAME MANNER AS REGULAR MUNICIPAL
ELECTIONS. THE VOTING MACHINE OR BALLOT SHALL LIST THE
NAME OF EACH PERSON WHO SHALL FILE WITH THE BOARD OF
SUPERVISORS OF ELECTIONS AT LEAST TWENTY DAYS PRIOR TO
THE TIME FOR HOLDING THE PRIMARY ELECTION BY WHICH HE
SEEKS NOMINATION, NOTICE IN WRITING OF HIS DESIRE TO BE
VOTED ON AT SUCH ELECTION, THE OFFICE FOR WHICH HE WISHES
TO BECOME A CANDIDATE, AND THE PARTY WITH WHICH HE IS
AFFILIATED.

SECTION II: BE IT FURTHER RESOLVED, that the date
of passage of this Resolution shall be March 1, 1973, and
the amendment to the Charter of the City of Frederick,
hereby enacted, shall become effective on April 20, 1973,
unless a proper petition for a referendum herein shall be
filed as provided by Section 13 of Article 23A of the
Annotated Code of Maryland, and provided a complete and
exact copy of this Resolution shall be continuously
posted at city Hall, Frederick, Maryland, until April 20,
1973, and provided further that a fair summary of the
proposed amendment shall be published in the News and
Post, a newspaper of general circulation in the City of
Frederick, once in each of the weeks of March 10, 1973,
March 17, 1973, April 7, 1973 and April 14, 1973; and
that all sections of the Charter or ordinances or parts
of sections of the charter or ordinances inconsistent
with the provisions of this Resolution be and the same
are hereby repealed to the extent of such inconsistency.

SECTION III: BE IT FURTHER RESOLVED AND ORDAINED
that the Mayor of the City of Frederick shall send
separately by registered mail to the Secretary of the
State of Maryland and the Department of Legislative
Reference the complete text hereof; the date of
referendum election, if any; the number of votes cast for
and against the question containing the Charter
amendment, whether in the legislative body or in a
referendum and effective date of the charter amendment.
