BEL AIR

OR REMOVE ANY TOWN DEPARTMENT HEAD OR EMPLOYEE FOR
SUFFICIENT CAUSE. HE MAY AUTHORIZE ANY DEPARTMENT HEAD
TO EXERCISE THESE POWERS WITH RESPECT TO SUBORDINATES IN
HIS DEPARTMENT AS PROVIDED FOR IN THE PERSONNEL RULES OF
THE TOWN.

(C)    HE SHALL SEE THAT ALL LAWS, PROVISIONS OF THE
TOWN CHARTER AND ACTS OF THE COMMISSIONERS ARE FAITHFULLY
EXECUTED.

(D)    HE SHALL ATTEND ALL PUBLIC MEETINGS OF THE
COMMISSIONERS OF BEL AIR AND HE SHALL HAVE THE RIGHT TO
PARTICIPATE IN DISCUSSION AT SUCH MEETINGS BUT HE MAY NOT
VOTE.

(E)    HE SHALL PREPARE AND SUBMIT TO THE CHAIRMAN OF
THE COMMISSIONERS OF BEL AIR ANNUALLY A PROPOSED BUDGET
FOR THE TOWN, THE SAME TO INCLUDE BOTH REVENUE AND
EXPENDITURE ESTIMATES FOR THE COMING FISCAL YEAR.

(F)    HE SHALL UNDERTAKE SUCH RESEARCH AND MAKE
REPORTS AND RECOMMENDATIONS AS THE COMMISSIONERS OF BEL
AIR MAY DIRECT OR WHICH HE MAY DEEM DESIRABLE AND IN THE
BEST INTERESTS OF THE TOWN OF BEL AIR,

(G)    HE SHALL KEEP THE COMMISSIONERS OF BEL AIR
FULLY INFORMED AS TO THE FINANCIAL CONDITION AND FUTURE
NEEDS OF THE TOWN. HE SHALL SUBMIT TO THE COMMISSIONERS
OF BEL AIR AN ANNUAL REPORT ON THE FINANCES AND
ADMINISTRATIVE ACTIVITIES OF THE TOWN AT THE END OF EACH
FISCAL YEAR.

(H) HE SHALL PURCHASE MATERIALS, EQUIPMENT,
SUPPLIES AND SERVICES WHEN NOT IN EXCESS OF THE DOLLAR
AMOUNT PRESCRIBED BY THE COMMISSIONERS OF BEL AIR.

(I) HE SHALL MAKE SUCH OTHER REPORTS AS THE
COMMISSIONERS MAY REQUIRE CONCERNING THE OPERATIONS OF
VARIOUS DEPARTMENTS, OFFICES AND AGENCIES SUBJECT TO HIS
DIRECTION AND SUPERVISION AND SHALL PERFORM SUCH OTHER
PUBLIC DUTIES AS ARE DIRECTED BY THE COMMISSIONERS."

AND BE IT FURTHER RESOLVED by the Commissioners of
Bel Air, Maryland, that the following Sections of the
Charter of Bel Air be and they are hereby deleted because
they conflict with Sections 178 and 179, which are
resolved to be enacted as part of said Charter by this
Resolution:

[Sec. 107, entitled "Officers to be Appointed", providing
for the annual appointment of a Clerk, a Treasurer, a
Superintendent of Public Works and a Chief Police
Officer.]
