shall constitute the Government Subcommittee.

(c)    Ten members shall be chosen from
the energy industry in Maryland, and shall
constitute the Energy Industry Subcommittee.

(d)    Ten members shall be chosen from
the general business community in Maryland, and
shall constitute the Business Subcommittee.

(e)    Each subcommittee shall be headed
by a chairman selected by the Governor from among
the subcommittee members.

3. The Council shall meet at least monthly,
and more often, if necessary, upon call of the
Chairman.

The Council shall have the following

(a)    To study the problems created by the
energy shortage and to make recommendations to the
Governor and to the Director of the State Energy
Policy Office; and

(b)    To cooperate with the State Energy
Policy Office in monitoring of the effectiveness of
policy decisions made by the Governor and the State
Energy Policy Office, and to recommend such changes
thereof as it may deem appropriate.

5. The Council shall make an annual report
of its activities to the Governor.

COMMISSION ON JUDICIAL REFORM

WHEREAS, On June 28, 1972, pursuant to the authority
vested in me by Article II, Section 24 of the
Constitution of Maryland, I established a Commission
on Judicial Reform; and

WHEREAS, The purpose of the Commission was to conduct a
study of the Judicial Branch of State Government and
its operations for the purpose of expediting justice
and increasing efficiency; and

WHEREAS, The Commission has performed valuable service
