WHEREAS, Since my proclamation of the state of emergency,
I have exercised my statutory power and issued
several Executive Orders promulgating reasonable
orders, rules, and regulations dealing with many
phases of the energy problem; and
WHEREAS, It appears that the emergency will continue to
exist for an indefinite time into the future,
requiring continuing day to day decisions by the
State Energy Policy Office and additional policy
decisions which may have to be made and executed
through further Executive Orders; and
WHEREAS, Both the daily decisions by the State Energy
Policy Office and the policy decisions which must be
made by me as Governor will continue to affect all
of the citizens of Maryland and will have an impact
on all levels and aspects of the State's economy;
and
WHEREAS, It is therefore important that the persons and
institutions affected by the emergency and the
decisions made to meet it have the opportunity to
share their concerns and suggestions with those
persons making these decisions, and that I, as
Governor, and the State Energy Policy Office have
the benefit of their advice and recommendations
whenever feasible; and
WHEREAS, This goal can be achieved by the creation of an
Energy Advisory Commission, with representation
thereon from consumers and the public generally,
from Government, from the energy industry, and from
the business community;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
BY VIRTUE OF THE AUTHORITY VESTED IN ME BY ARTICLE
II, SECTION 24, OF THE CONSTITUTION OF MARYLAND, AND
BY ARTICLE 41, SECTION 15C OF THE ANNOTATED CODE OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING ORDER,
EFFECTIVE IMMEDIATELY:
1. There is established the Energy Advisory
Commission, which shall consist of a General
Chairman and forty members, each to be appointed by
the Governor and to serve at his pleasure.
2. (a) Ten members shall be chosen from
among the consumers and general citizenry of
Maryland, and shall constitute the Consumer
Subcommittee.
(b) Ten members shall be chosen from
among State and local government in Maryland, and
