MARVIN MANDEL, Governor                            3245

WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, did on November 14, 1973, proclaim that a
state of emergency existed within the area
constituting the entire State of Maryland by reason
of an acute shortage in usable energy resources; and

WHEREAS, I further proclaimed that, in accordance with
the procedures contained in Article 41, Section 15B
of the Annotated Code of Maryland, as amended by
Chapter 1 of the Acts of 1973, Second Special
Session, I would promulgate reasonable Orders, Rules
and Regulations, as I deem necessary, to protect the
public health, safety and welfare and to bring the
emergency situation under control; and

WHEREAS, The acute shortage of gasoline for motor
vehicles has resulted in the panic buying and
hoarding of gasoline, and also, therefore,
considerable inconvenience to motorists who are
forced to wait in line for long periods in order to
purchase gasoline; and

WHEREAS, This situation has further resulted, and will,
if not alleviated, continue to result in many people
being unable to obtain gasoline at all, thereby
creating serious potential health and safety
problems, as well as a major disruption in their
daily lives, including their inability to travel to
and from work and obtain food and other necessary
supplies; and

WHEREAS, These problems engendered by the acute shortage
of gasoline for motor vehicles may be alleviated by
the distribution of gasoline on certain days only to
operators of certain specified motor vehicles; and

WHEREAS, Such regulation of the distribution of gasoline
is an important State interest and is reasonable and
necessary to protect the health, safety, and welfare
of the public;

NOW, THEREFORE I, MARVIN MANDEL, GOVERNOR OF THE STATE OF
MARYLAND BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE 41, SECTION 15B OF THE ANNOTATED CODE OF
MARYLAND (1971 REPLACEMENT VOLUME AND 1973
CUMULATIVE SUPPLEMENT, AS AMENDED BY CHAPTER 1 OF
THE ACTS OF 1973, SECOND SPECIAL SESSION), AND
BECAUSE I AM ADVISED AND INFORMED THAT THE FOLLOWING
IS REASONABLE AND NECESSARY IN VIEW OF THE SITUATION
OF EMERGENCY, DO HEREBY PROCLAIM AND ISSUE THE
FOLLOWING ORDER, EFFECTIVE AT 12:01 A.M., FRIDAY
FEBRUARY 15, 1974, IF THE COMMITTEE ON
