from a list shall, upon written petition to
the board, be afforded a further opportunity
to present his or its qualifications to the
board.
(c) A Qualification Committee is
created for each of the five modal
Administrations within the Department of
Transportation
|
(the
|
State
|
Aviation
|
Administration,
|
the
|
Maryland
|
Port
|
Administration,
|
the
|
Mass
|
Transit
|
Administration,
|
the
|
Motor
|
Vehicle
|
Administration,
|
and
|
the State
|
Highway
|
Administration).
|
Each Committee shall
|
consist
|
of three persons appointed by the Secretary of
Transportation, one of whoa shall be from the
Office of the Secretary, one shall be the
Administrator of the Modal Administration, or
his designee, and one shall be an employee of
the Modal Administration. The Qualification
Committee shall review every project proposed
by the Administration requiring the services
of architects or engineers to determine
whether it can feasibly and economically be
done with in—house resources, or can be
feasibly and economically awarded on a
competitive bid basis. If the Committee
determines that the project cannot feasibly
and economically be handled in either such
fashion, it shall review the qualifications of
the persons on the pre—qualified list prepared
by the Transportation Professional Service
Selection Board, and may make recommendations
to that Board as to which persons the
Committee feels are especially well qualified
to complete the project within the time
allotted.
(d) Any agency within the Department
of Transportation (including the Secretary)
desiring to contract for the rendition of
professional engineering or architectural
services on other than a competitive bid basis
shall present the proposal to the board at a
meeting open to the public. Reasonable public
notice shall be given of the projects being
presented to the board, and persons on the
qualified lists shall be afforded an
opportunity to indicate their interest in and
availability for any one or more of the
projects prior to the meeting.
(e) Before the board shall approve any
proposal for selection on a noncompetitive bid
