EXECUTIVE ORDER OF DECEMBER 11, 1973
ENERGY CRISIS - SCHOOL HOLIDAYS
WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, did on November 14, 1973, proclaim that a
state of emergency existed within the area
constituting the entire state of Maryland by reason
of an acute shortage in usable energy resources; and
WHEREAS, I further proclaimed that, in accordance with
the procedures contained in Article 41, Section 15B
of the Annotated Code of Maryland, as amended by
Chapter 1 of the Acts of 1973, Second Special
Session, I would promulgate reasonable Orders, Rules
and Regulations, as I deem necessary, to protect the
public health, safety and welfare and to bring the
emergency situation under control; and
WHEREAS, A substantial portion of the State's usable
energy resources, particularly during the winter
months, is used for heating and otherwise operating
schools within the State; and
WHEREAS, The Governor's Public School Energy Task Force,
by unanimous vote of its members, has recommended
that, in order to conserve such usable energy
resources, the winter holidays scheduled by the
schools to continue through New Year's Day be
extended to include January 2nd through January 4th,
1974, inclusive; and
WHEREAS, Substantial evidence indicates that conservation
of the State's usable energy resources can be
effectuated by such an extension of these school
holidays; and
WHEREAS, In view of the acute shortage in usable energy
resources in the State, such conservation is
reasonable and necessary to protect the health,
safety, and welfare of the public;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
