3206 EXECUTIVE ORDERS
WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, did on November 14, 1973, proclaim that a
state of emergency existed within the area
constituting the entire State of Maryland by reason
of an actual or impending acute shortage in usable
energy resources; and
WHEREAS, I further proclaimed that, in accordance with
the procedures contained in Article 41, Section 15B
of the Annotated Code of Maryland, as amended by
Chapter 1 of the Acts of 1973, Second Special
Session, I would promulgate reasonable Orders, Rules
and Regulations, as I deem necessary, to protect the
public health, safety and welfare and to bring the
emergency situation under control; and
WHEREAS, On November 16, 1973, I did proclaim and issue
an Order authorizing and directing the Director of
ay Energy Policy Office to undertake an inventory of
present and projected supplies of and needs for
certain energy resources, other than gasoline,
within the State; and
WHEREAS, In order to bring the emergency situation under
control, it is essential that the State also have
available to it as accurate and as complete
information as possible regarding present and
projected supplies of and needs for gasoline within
the State;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME
BY ARTICLE 41, SECTION 15B OF THE ANNOTATED CODE OF
MARYLAND (1971 REPLACEMENT VOLUME AND 1973
CUMULATIVE SUPPLEMENT, AS AMENDED BY CHAPTER 1 OF
THE ACTS OF 1973, SECOND SPECIAL SESSION), AND
BECAUSE I AM ADVISED AND INFORMED THAT THE FOLLOWING
IS REASONABLE AND NECESSARY IN VIEW OF THE SITUATION
OF EMERGENCY, DO HEREBY PROCLAIM AND ISSUE THE
FOLLOWING ORDER, EFFECTIVE 12:01 A.M., December 6,
1973:
1. The Director of my Energy Policy Office,
Richard A. Batterton (herein referred to as
the "Director") and any succeeding office or
person as I may hereafter designate, is hereby
authorized and directed to undertake an
ongoing inventory of present and projected
supplies of and needs for gasoline within the
State, as in this Order provided.
2. All persons and entities, including, but not
limited to, all suppliers, distributors,
wholesale purchasers, commercial or industrial
