2. The Task Force is charged with reviewing
salaries and fringe benefits for State employees to
determine what, if any, changes should be recommended to
the General Assembly,
3. The Task Force shall complete its work by
November 1, 1973.
EXECUTIVE ORDER OF AUGUST 10, 1973
MANAGEMENT OF STATE SPACE
WHEREAS, The existing rules and regulations governing the
acquisition of leasehold interests for the State
require each agency to locate available space,
negotiate the rental rate and lease term, arrange
for construction of internal improvements, and, in
general, administer the lease agreement; and
WHEREAS, The acquisition of leasehold interests requires
specialized knowledge concerning rental rates for
comparable space and other factors affecting the
real estate market, generally recognized standards
in determining lessor—lessee responsibilities for
the cost of internal improvements, the measurement
of space and areas included and excluded in arriving
at net usable space, the square foot values of
custodial services and utilities and considerations
involved in their inclusion or exclusion in the
lease agreement, and architectural, mechanical,
lighting and fire safety considerations, as well as
other related skills and knowledge generally not
possessed by the operating agencies; and
WHEREAS, The Department of General Services is
responsible for the management of State—owned office
space, the design and construction of public
improvements, and the acquisition of real property
as well as leasehold interests for a number of
agencies; and
WHEREAS, It is desirable to centralize the administration
of State space to insure that the space dollar is
efficiently and economically managed.
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
