EXECUTIVE ORDER OF AUGUST 9, 1973
STATE EMPLOYEES' SALARY AND FRINGE BENEFITS

WHEREAS, The State of Maryland recognizes the value of
its employees in establishing and maintaining a
system of government which is both efficient and
responsive to the needs of our taxpayers; and

WHEREAS, State employees have increasingly evidenced the
desire for a systematic method of having their
salaries and fringe benefits competitive with those
offered by other employers; and

WHEREAS, These issues are of concern to employee
organizations, the General Assembly of Maryland, and
the general public.

NOW, THEREFORE, I, MARVIN MANDEL, BY VIRTUE OF  THE

AUTHORITY VESTED  IN ME BY ARTICLE II, SECTION 24 OF THE

CONSTITUTION OF  MARYLAND, AND BY ARTICLE 41, SECTION 15C

OF THE ANNOTATED  CODE OF MARYLAND, HEREBY PROMULGATE THE

FOLLOWING ORDER,   EFFECTIVE IMMEDIATELY:

1. There is hereby created a Task Force on State
Employees' Salaries and Fringe Benefits consisting of the
following persons:

Henry G. Bosz, Secretary of Personnel,
Chairman

Hon. George E. Snyder, State Senator
Hon. Roy N. Staten, State Senator

Hon. John R. Hargreaves, Member,
House of Delegates

Hon. R. Clayton Mitchell, Jr., Member
House of Delegates

James L. Smith, Chesapeake & Potomac
Telephone Company

Leora Edrington Savings Bank of Baltimore

Arthur N. Caple, Jr., Department of Health and
Mental Hygiene

Edward S. Starkloff, District Court
of Maryland
