Our concern is that legislation requiring the
provision of emergency dental services prior to licensure
may be extremely difficult for the smaller and rural
hospitals to comply with because of the lack of
availability of dentists in their areas and because of
the increased costs that this program would impose on the
smaller hospitals.

We believe that requirements of this nature would be
more appropriate in rules and regulations of the
Department rather than legislation. This, we feel, would
allow the Department to revise the rules and regulations
as modern techniques and practices dictate on a much more
current basis than the necessity for change in
legislation each time we need to effect required
updating.

In view of these circumstances, we would, therefore,
respectfully request that H.B. #1493 be vetoed.
