This bill modifies the Charter of Baltimore City to
authorize the Mayor and City Council to pledge certain
assets and revenues and enter into certain agreements
concerning revenue bonds issued by the City.

Senate Bill 858, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purposes as House Bill 1491.

Therefore, it is unnecessary for me to sign House
Bill 1491.

House Bill No. 1493 — Dental Services in Hospitals
AN ACT concerning

Hospitals and Related Institutions — Dental Services

FOR the purpose of providing that no license may be
issued or re—issued by the Secretary of Health and
Mental Hygiene to a hospital or related institution
unless the hospital or related institution can
sufficiently demonstrate to the Secretary that it
can make arrangements, when necessary, for certain
emergency dental care services for its patients.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
1493.

This bill prohibits the issuance of a license to a
hospital or a related institution unless it demonstrates
to the Secretary of Health and Mental Hygiene an ability
to provide certain emergency dental care.

The Secretary of Health and Mental Hygiene has urged
that I veto House Bill 1493 because of the undue
hardships such a requirement would impose on the smaller
