Section 5 (c) was amended by Chapter 246 of the Acts
of 1970, to reallocate the use of the proceeds under
that Act by increasing the share allocated for
construction grants for sewage treatment plants and
related facilities and decreasing the share
allocated for loans for sewer facilities, and to
amend the conditions and limitations on the use of
State funds for projects under that Act; repealing
and re—enacting, with amendments, Section 5 of
Chapter 741 of the Acts of 1957, as amended by
Chapter 25 of the Acts of 1960, to conform the
provisions thereof to the Federal Water Pollution
Control Act, as amended, to include the Counties and
Special Governmental Agencies as eligible recipients
of State grants under said Act, and to amend the
conditions and limitations on the use of State funds
for projects under that Act; repealing and
re—enacting, with amendments, Section 5 of Chapter
72 of the Acts of 1962, to conform the provisions
thereof to the Federal Water Pollution Control Act,
as amended, to include the Counties and Special
Governmental Agencies as eligible recipients of
State grants under said Act, and to amend the
conditions and limitations on the use of State funds
for projects under that Act; repealing and
re—enacting, with amendments, Section 5 of Chapter
651 of the Acts of 1965, to conform the provisions
thereof to the Federal Water Pollution Control Act,
as amended, and to amend the conditions and
limitations on the use of State funds for projects
under that Act; and relating generally to the
financing of water pollution projects and conforming
State laws in relation thereto to federal
legislation.

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
1490.
This bill authorizes a $50,000,000 State debt to
provide grants for the construction of sewage treatment
plants.
Senate Bill 868, which was enacted by the General
Assembly and signed by me on April 30, 1974, accomplishes
the same purposes as House Bill 1490, in addition to
providing certain other technical amendments.
