revises all of Title It, including the definitions, in a
manner which is inconsistent with House Bill 663.
Additionally, the Attorney General has advised me that
the word "thoroughfare" no longer appears in the
Horizontal Property Act, as revised. Therefore, the
definition would be unnecessary. A copy of the Opinion
of the Attorney General is attached to and should be made
a part of this veto message.

Because of the inconsistencies between the     two

bills, and because the enactment of Senate Bill  714

renders House Bill 663 unnecessary, I have decided     to
veto House Bill 663.

Dear Governor Mandel:

We have approved House Bill 663 for legal
sufficiency and validity. The bill adds to the
Horizontal Property Act a definition of "thoroughfare."
The word "thoroughfare" had previously been used, without
definition, in Article 21, Section 11—101a.

We would call to your attention that the word
"thoroughfare" would no longer be a part of the
Horizontal Property Act in the event that Senate Bill 714
is enacted into law, and the definition, contained in
House Bill 663 would therefore be inapplicable.
