including court rules; establishing certain

guidelines for the publication, pricing and

distribution of the Register; authorizing the making
of contractual arrangements; establishing certain

procedures for the determination of official texts

and amendments thereto; providing for the effective
date of certain documents with exceptions; providing
certain notice and hearing requirements and

procedures; establishing certain presumptions

pertaining to the legal effect of certain documents;
establishing a Division of State Documents and an

Administrator thereof; providing certain

qualifications, duties, tenure, selection and

removal procedures relating to the Administrator;
providing certain limitations on the talcing effect
of certain rules and regulations; providing for the
publication of certain executive orders; clarifying
and changing certain procedures relating to the

adoption, compilation and interpretation of certain

rules and regulations adopted by certain agencies
;and generally relating to the Maryland Register and
[[to]] the Code of Maryland Regulations.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
391.

This bill provides for a Maryland Register and a
Code of Maryland Regulations. Senate Bill 165, which was
enacted by the General Assembly and signed by me on May
31, 1974, accomplishes the same purpose, and therefore it
is unnecessary for me to sign House Bill 391.
