without producing the detriments inherent in House Bill

House Bill No. 336 — Budget Information on Tax Exemptions
AH ACT concerning

State Budget — Information on Revenue Exemptions

FOR the purpose of requiring the Governor to submit a
listing of the amount of revenue lost through
exemptions, setting forth the type of listing and
exemptions involved and placing certain
responsibilities on State agencies.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
336.

This bill requires the Governor to submit to the
General Assembly, with the Annual State Budget, a list of
all revenues lost to the State and local governments as a
result of the various exemptions from taxation which have
been enacted by the Legislature. At least nineteen
separate categories of taxes are to be included in the
list, which also identify as to each category, the amount
of revenue lost, the purpose of the exemption, the
persons who benefit from it, and whether the exemption
conflicts with another State program. The bill further
requires the Governor to submit recommendations with
respect to the repeal or amendment of these exemptions.
The bill would take effect July 1, 1974, and require the
first list to be submitted with the 1976 budget in
January, 1975.
