affect the salary of the incumbent Treasurer[[.]];

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
788.
This bill, as originally introduced, repealed and
re—enacted with amendments Article 25, §51(c) of the
Annotated Code of Maryland to alter the salary of the
Treasurer and Deputy Treasurer of Calvert County. During
the legislative process, the bill was further amended to
add new section 2C to Article 25 of the Code. This
amendment would enable the County Commissioners of
Calvert County to lend or grant public funds for the
construction of certain streets.
Article III, §29 of the Maryland Constitution
provides that "every law enacted by the General Assembly
shall embrace but one subject". The Attorney General has
advised me that Senate Bill 788, in combining two
distinct subjects is thus in violation of Article III,
§29 of the Maryland Constitution. A copy of the Attorney
General's Opinion is attached to and should be considered
a part of this Message,
Furthermore, certain subject matter relating to
Article 25, §2C is missing from the text of the bill,
thereby making it uncertain as to the full intent of the
General Assembly.
For these reasons, I believe Senate Bill 788 must be
vetoed.
