Dear Mr. President:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed Senate Bill
706.

This bill provides for the waiver of community
college tuition charges for senior citizens under certain
circumstances.

House Bill 1222, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purpose and is more clearly worded than Senate
Bill 706.

Therefore, it is unnecessary for me to sign Senate
Bill 706.

AN ACT concerning

Witnesses — Dead Man's Statute

FOR the purpose of limiting testimony which would tend to
decrease or diminish the estate of a decedent in
proceedings where judgments or decrees may be
rendered against a personal representative, heir,
devisee, distributee, legatee, as such, or an
incompetent person.
