Currently the Hospital Cost Analysis Service,   Inc.

exists as an independent organization to provide     cost

verification on health services available under   Blue
Cross, Medicare and Medicaide.

The Hospital Cost Analysis Service, Inc. is a
potential source of material which is invaluable to the
Health Services Cost Review Commission. The development
of a comparable unit within the Commission would be
extremely difficult and wasteful; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Hospital Cost Analysis Service, Inc., should be
included either directly or contractually, within the
Health Services Cost Review Commission, under its budget;
and be it further

RESOLVED, That copies of this Resolution be sent by
the Secretary of State to Dr. Harold Cohen, Chairman of
the Health Services Cost Review Commission, 2100 Guilford
Avenue, Suite 308, Baltimore, Maryland 21218 and to A.
Rutherford Holmes, Executive Director, Hospital Cost
Analysis Services, Inc. , 22 West Road, Towson, Maryland
21204.

A House Joint Resolution concerning

Home Mortgages

FOR the purpose of requesting that any legislative action
affecting usury limits, take into account the impact
of the change on the home mortgage market in
Baltimore City.

WHEREAS, The removal of the eight percent ceiling on
home loan mortgages in the State of Maryland is crucial
to the continued development of Baltimore City.
Currently home loans are difficult to obtain because of
the ceiling on the interest rates. The availability of
other types of monetary notes, bonds, and instruments
that pay a higher interest rate than home lean mortgages
effectively drive monies out of savings and loan
associations and into more lucrative investments.

WHEREAS, Baltimore City must be assured that if the
General Assembly lifts the usury limits, the savings and
