3008                                    JOINT RESOLUTIONS

WHEREAS, If the State withdraws from participation
in the federal social security system, it may be possible
to use the employee tax payments and the payments by the
State to fund a supplementary or integrated system of
benefits under the State Employees Retirement System and
the State Teachers Retirement System which would provide
equal or superior benefits to those now provided jointly
by the systems and by social security at less cost to the
employees and at a savings to the State; now, therefore,
be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor of Maryland is requested to appoint a task
force to study the feasibility of the State of Maryland
terminating its participation in the federal social
security system for state employees and teachers and
providing additional benefits for members of the State
pension systems in lieu of social security benefits; and
be it further

RESOLVED, That the Governor is requested to appoint
to the task force representatives of the various
organized groups of State employees; and be it further

RESOLVED, That sufficient funds for actuarial and
other professional assistance are provided to the task
force to assist it in carrying out its duties; and be it
further

RESOLVED, That the task force is requested to submit
its report and recommendations to the Governor and to the
General Assembly prior to the convening of the 1975
Session of the General Assembly; and be it further

RESOLVED, That copies of this resolution are sent to
the Governor of Maryland and to the Secretary of
Personnel Henry G. Bosz.
