WHEREAS, Bicycles provide an efficient, economical,
and healthful mode of transportation and recreation for
families and for all age groups; and

WHEREAS, Bicycling constitutes an important part of
the comprehensive transportation system for commuting to
and from work, school, shopping areas and rapid transit
facilities, church, recreational facilities, and is a
means of reducing traffic congestion, gasoline
