with amendments, to read as follows:

Article 38 — Fines and Forfeitures
2.

Except as provided in [Article 26, §155] §7-302 OF
THE COURTS ARTICLE OF THE CODE, all fines, penalties and
forfeitures, when recovered shall be paid to the county
or city where the offense occurred or cause of action
originated unless directed to be paid otherwise by law
imposing them.

SECTION 7. AND BE IT FURTHER ENACTED, That Section
231H(b) of Article 41 — Governor - Executive and
Administrative Departments of the Annotated Code of
Maryland (1971 Replacement Volume and 1973 Supplement) be
and it is hereby repealed and re-enacted, with
amendments, to read as follows:

Article 41 — Governor — Executive and Administrative

Departments

231H.

(b) All contracts for printing for the State or for
any using authority, including the General Assembly of
Maryland, with the exception of records and briefs for
the State Law Department, and the printing of the
Maryland Reports authorized in [Article 80 of the
Annotated Code of Maryland] §§ 13-201 THROUGH 13-204 OF
THE COURTS ARTICLE OF THE CODE, [title "Reporter -
State,11] shall be made through or with the approval of
the Secretary of General Services.

SECTION 8. AND BE IT FURTHER ENACTED, That Sections
1-I(c), 128(b), and 134(a)(1) of Article 43 - Health, of
the Annotated Code of Maryland (1971 Replacement Volume
and 1973 Supplement) be and they are hereby repealed and
re—enacted, with amendments, to read as follows:

Article 43 - Health
1-I.

(c) Access to and use of any such records, reports,
statements, notes, or other information also are
protected and regulated by the provisions of [§101 of
Article 35 and of §10 of Article 75C of this Code] §5-302
AND §10-205 (A) OF THE COURTS ARTICLE OF THE CODE.
